European Council for Fatwa and Research

Euro­pean Coun­cil for Fat­wa and Research (ECFR) was estab­lished in Lon­don in 1997 by the Fed­er­a­tion of Islam­ic Orga­ni­za­tions in Europe (FIOE) and is head­quar­tered in Dublin at the Islam­ic Cul­tur­al Cen­tre of Ire­land (ICCI). It func­tions as a transna­tion­al Islam­ic juris­tic body com­posed of schol­ars who issue reli­gious rul­ings (fat­was) intend­ed to guide Mus­lims liv­ing in Europe, apply­ing Islam­ic law to social, finan­cial, and eth­i­cal issues in a Euro­pean con­text. The ECFR’s found­ing chair­man, Yusuf al-Qaradawi, was wide­ly rec­og­nized as the lead­ing ide­o­logue of the Mus­lim Broth­er­hood, and both the council’s insti­tu­tion­al ori­gins in FIOE and the Broth­er­hood affil­i­a­tions of many of its mem­bers link it close­ly to the movement’s Euro­pean net­work. The ECFR serves as one of the Brotherhood’s key reli­gious ref­er­ence points on the con­ti­nent, shap­ing dis­course through its author­i­ty on Islam­ic jurispru­dence for Mus­lim minorities.
