European Council for Fatwa and Research
European Council for Fatwa and Research (ECFR) was established in London in 1997 by the Federation of Islamic Organizations in Europe (FIOE) and is headquartered in Dublin at the Islamic Cultural Centre of Ireland (ICCI). It functions as a transnational Islamic juristic body composed of scholars who issue religious rulings (fatwas) intended to guide Muslims living in Europe, applying Islamic law to social, financial, and ethical issues in a European context. The ECFR’s founding chairman, Yusuf al-Qaradawi, was widely recognized as the leading ideologue of the Muslim Brotherhood, and both the council’s institutional origins in FIOE and the Brotherhood affiliations of many of its members link it closely to the movement’s European network. The ECFR serves as one of the Brotherhood’s key religious reference points on the continent, shaping discourse through its authority on Islamic jurisprudence for Muslim minorities.
